efficient energy to the citizens of Nunavut. We generate electricity, and research alternative energy options in order to meet the long-term needs for power of all Nunavummiut.

Reporting to the Chief Financial Officer (CFO), the Controller will oversee all finance, accounting and reporting activities, which will include leading all day-to-day finance operations and directly managing a team of six staff members. The Controller will be involved in supporting presentations to the Board and the Office of the Auditor General of Canada, will work closely with the senior management team, and will ensure that our organization has the systems and procedures in place to support effective program implementation and conduct efficient audits. In this highly collaborative role, the Controller will work closely with Directors and their respective staff teams to explore how the Finance function can support program operations, as well as with the CFO, senior management, Human Resources / Organizational Development (HR/OD) and Information Technology (IT) to enhance and better integrate the Finance, HR/OD and IT functions.

Duties and Responsibilities Include:
• Consistently analyzing financial data and presenting financial reports in an
accurate, timely manner;
• Clearly communicating monthly, quarterly and annual financial statements;
• Monitoring progress and changes, and keeping senior management abreast
of our corporation’s financial status;
• Providing financial analysis and decision support information;
• Liaising with corporate financial institutions regarding daily banking
requirements;
• Directing and coordinating debt financing and debt service payments with
external financial agencies and the Government of Nunavut;
• In conjunction with the CFO, recommending, designing and implementing a
succession plan for the Finance Department;
• Recommending appropriate new, or revisions to, corporate financial policies;
• Ensuring that purchasing procedures are followed and are in compliance with
our Policies and Procedures;
• Ensuring that financial issues and implications are understood and considered
in all aspects of the Corporation’s business;
• Performing detailed reviews of monthly general ledger and financials, as well
as annual financial statements;
• Managing organizational cash flow forecasting in partnership with the CFO
and Finance Managers;
• Liaising with the Internal Auditor, Board Audit Committee, and Board
Budget and Finance Committee, and with external auditors to ensure timely
completion of interim and year-end audits;
• Regularly monitoring relevant financial legislation and industry trends that
might impact on the organization;
• Ensuring that the Finance Department is in compliance with Article 23;
• Directing financial audits and providing recommendations for procedural
improvements;
• Establishing and implementing short- and long-term departmental goals,
objectives, policies and operating procedures;
• Managing ongoing banking relationships for maximum efficiency;
• Developing cash flow forecasting and maintaining a long-term cash forecast;
• Maintaining, supervising and monitoring detailed reconciliations and all
general ledger activity;
• Coordinating and evaluating internal controls, identifying any control
weaknesses and implementing corrective action;
• Providing ethical and appropriate leadership at all levels within the Finance
team;
• Leveraging strengths of the current Finance team members, helping to
clarify roles and responsibilities, and developing and implementing training
programs to maximize and reach optimal individual and organizational goals;
• Providing leadership in strengthening internal communications with staff at all
levels throughout the organization;
• Creating and promoting a positive and supportive work environment;
• Ensuring that confidentiality is seen as a trademark of the Finance team;
• Identifying staff training needs and creating plans to retain and develop talent
with the appropriate technical and behavioural competencies;
• Establishing annual new goals for direct reports and monitoring their business
results through performance review evaluations;
• Identifying high-potential and high-performing employees for development
and succession planning;
• Motivating employee achievement by recognizing and rewarding both high performing
employees and those delivering at ‘successful performance’ levels;
• Working to create a culture within Finance where employees feel respected,
encouraged and motivated to improve;
• Providing ongoing coaching and mentoring to ensure employee growth,
confidence, independence and interdependence;
• Identifying successors to move into high-risk supervisory manager roles to
mitigate critical role vulnerability; and
• Performing annual employee evaluations to provide team members with new
goals for coming evaluation period, identifying and recognizing achievements,
and establishing developmental improvement plans and, where appropriate,
career development plans.

R
equired Qualifications Include:
• A bachelor’s degree in Finance (B.Com) and a professional designation (CA.
CGA or CMA);
• At least 5 years of experience at a senior finance level;
• Integrity, credibility, and a track record as a proactive, hands-on strategic
thinker who will be committed to our corporation’s mission and will own, in partnership
with the CFO, the responsibility for Finance;
• Solid experience coordinating audit activities and managing reporting,
budget development and analysis, accounts payable and receivable, general
ledger, payroll, and accounting for investments;
• Technology expertise with experience in selecting and overseeing financial
software installations in cooperation with the Director of Information
Technology and managing relationships with software vendors;
• Advanced knowledge of accounting and reporting software;
• Commitment to recruiting, mentoring, training and retaining a diverse team,
and ability to delegate;
• Keen analytic, organization and problem-solving skills, allowing for strategic
data interpretation versus simple reporting;
• Strong interpersonal and communication skills, and experience in
communicating key data effectively, including presentations to senior
management, boards or outside partners; and
• Ability and desire to translate complex financial concepts for individuals at all
levels, including finance and non-finance managers.

Desirable Skills and Experience Include:

• Experience in financial management related to compliance and reporting to
government agencies; and
• Courses in leadership.


The location of this position is in Baker Lake, Nunavut   

We offer a competitive salary and comprehensive benefits package, including a Northern Living Allowance of $24,381 per annum and relocation assistance. This position is excluded from the Nunavut Employees Union.
